Manuel Roxas , born Jan. After studying law at the University of the Philippines, near Manila , Roxas began his political career in as a member of the municipal council of Capiz renamed Roxas in He was governor of the province of Capiz in —21 and was then elected to the Philippine House of Representatives, subsequently serving as Speaker of the House and a member of the Council of State.
